Who Should Inspect a Crane? A Practical Guide for Anyone Managing Equipment Purchases

So you are responsible for a crane purchase or maintenance schedule. Maybe you manage a small fleet or you are procuring a Manitowoc 4100 for the first time. The question that always comes up: who should inspect the crane?

If you ask three different people—the dealer, the operator, and your insurance agent—you might get three different answers. And trust me, that is a problem I have had to untangle more than once.

Here is the thing: getting the inspection chain wrong can delay projects, cause safety violations, and create budget surprises. This guide covers 5 steps to get it sorted. No fluff, just what you need to know.

Step 1: Determine the Inspection Type

Crane inspections aren't a one-size-fits-all task. There are different triggers, and each dictates who is best suited to handle it. Before you assign anyone, figure out what you need:

  • Pre-purchase inspection: You're buying a used crane, like a used Manitowoc 4100. You need a qualified expert to evaluate its structural integrity, engine condition, and wear patterns before you commit capital.
  • Pre-operational (daily) inspection: This is the operator's check before each shift. It's about fluid levels, visual checks, and immediate safety. The operator does this.
  • Periodic (monthly/quarterly) inspection: More detailed than the daily check. Usually performed by a qualified crane mechanic or a third-party inspector.
  • Annual/comprehensive inspection: The full works. Includes load testing, non-destructive testing (NDT) of welds and pins, and compliance with local regulations. This typically requires a specialized agency or an OEM-certified technician.

Knowing the type tells you roughly the skill level needed. Don't ask a general mechanic to perform an annual inspection on a lattice boom crawler crane. They won't know what to look for in the boom chord wear.

Step 2: Verify Certifications & Insurance

I didn't fully understand this until a close call in 2023. We had a third-party mechanic inspect a telehandler. He seemed competent, had a good truck, references. But when we had a minor incident six months later, the insurance adjuster asked to see the inspection report. The report was signed, but the inspector didn't hold the right National Commission for the Certification of Crane Operators (NCCCO) certification for that equipment class. His report was essentially worthless for liability purposes.

Here is what to verify before anyone touches the crane:

  • Credentials: Are they certified by NCCCO or an equivalent body? Do they have specific endorsements for crawler cranes or lattice boom cranes?
  • Insurance: Ask for a certificate of insurance naming your company as an additional insured. This protects you if they miss something and cause an accident.
  • Experience with your model: A person can be a great general crane inspector but might not know the specific failure points on a Manitowoc 21000. Ask for model-specific experience.
"In 2022, I approved a quote from a low-cost inspector. He was $400 cheaper than the OEM-recommended specialist. He missed a hairline crack in the boom foot. We caught it in a routine operator check. Simple rule: If the inspector doesn't have the right paperwork, move on.

Step 3: The Operator is Your First Line of Defense (But They Are Not Enough)

This is the step that most procurement people overlook. You hire an operator. You think they will inspect the crane. They will do their pre-op checks. But relying solely on them for all inspection needs is a mistake.

Operators are great at spotting operational issues: strange noises, vibrations, leaks. But they are not structural engineers. They are not NDT technicians. They are focused on the job at hand—moving loads. Asking the operator to perform a comprehensive annual inspection is like asking the driver of a semi-truck to also be the diesel mechanic and the brake specialist.

Define the operator's responsibility clearly. Their job is the daily and weekly checks. They should be trained to spot problems and report them. But the deeper inspections? That falls to the specialists.

Step 4: Involve the OEM Dealer or a Certified Third Party for Critical Items

For major components—the superstructure, the boom sections, the load moment indicator—I've learned that going to the OEM (like a Manitowoc dealer) or an NCCCO-certified third-party specialist is worth the investment.

Why? Because they have the specific load charts, the factory specs, and the diagnostic tools. A generic mechanic might measure a boom pin and think it's fine. A specialist will check if it's within OEM tolerance limits and whether it's the updated part number.

When I would always call in the specialists:

  • After a shock load event (e.g., a bump or overload).
  • When inspecting stabilizers or outriggers on a crawler crane.
  • For wire rope replacement or inspection on complex reeving systems.
  • Before and after major repairs or modifications.

I found a great price on an inspection for a Manitowoc 4100 from a local mechanic—$1,200 cheaper than the dealer. But the mechanic didn't have the software to calibrate the load indicator. The dealer did. The $1,200 'savings' would have turned into $4,000 in diagnostic time and a two-week project delay.

Step 5: Document Everything (And Keep It Accessible)

Ok, you've determined who inspects what. But without proper documentation, the effort is useless.

I use a simple system: a dedicated folder for each crane (digital and physical). Inside, I keep:

  • The inspection report: Who did it, when, what they checked, and their findings.
  • Certifications: Copies of the inspector's credentials and insurance.
  • Maintenance history: Connected to the inspection findings.
  • Purchase paperwork: The original spec sheet and serial numbers.

  • Mistake 4: Forgetting about OEM parts. If the inspection finds a worn component, make sure you have access to genuine OEM parts. A general inspection report might say "replace pin." A specialist report will say "replace with OEM part number 12345." This matters for warranty and lifecycle.

This approach reduces surprises. It won't eliminate all risks—crane operations inherently have risks—but it makes them manageable. An informed buyer asks better questions and makes faster decisions. I would rather spend 10 minutes upfront figuring out the inspection plan than deal with a failed inspection and a shutdown later.
